Mitch,
When looking at a large organization, managers may make up 10-15% of the population. This slide deck is a part of the story; we need another to address individual contributors!
My thought is that ICs should innovate behind their manager's back, so long as they are also exceeding their manager's expectations. If innovators can demonstrate ROI on their skunkworks, that's all the better.
